Both families are decks for out-of-gauge loads, OOG, for Out Of Gauge, with no roof or side walls. The difference lies in the ends. The Flat Rack keeps two fixed high end walls, front and rear. The Platform removes those too: all that remains is a bare steel deck.

With no end walls, access is clear on all four sides. A part can overhang the deck in every direction; something a Flat Rack does not allow, since its high end walls get in the way.
